What the fuck does this mean?

Long Stay Visa for foreign spouse of a non French citizen of the European Union

The foreign spouse (and children under 21 years old) of a non French citizen of the European Union does not require to apply for a visa to settle in France with her husband/his wife in order to obtain a residency card (carte de séjour).

If they don't need a visa then why do they have the visa class?

And why can't they just answer their phones instead of having a stupid recording?
